The Steve Carter Literacy Tutoring Program was established through Act 415 during the 2021 Spring legislative session. The Department has designated $40 million dollars of the Elementary and Secondary School Emergency Relief (ESSER) funds toward this tutoring program. The purpose of this RFA is to identify organizations that will provide tutoring services to Kindergarten through fifth grade public school students who are below reading proficiency to address unfinished learning. All tutoring services must be provided by certified teachers in early elementary or reading or those with a degree in education, English or other subject indicative of expertise in reading and literacy. Tutoring providers must also agree to complete the Act 108 training by December 31, 2023.
**Families will sign up through a portal and select an approved tutoring provider. Tutoring sessions must be held after school hours in person or virtually with no more than 3 students at a time. The rate listed in section 5 must not be exceeded. Only tutoring sessions will be reimbursed. Providers will upload invoices in the portal for reimbursement. Families will verify tutoring services were provided before payment is made. Payment may take up to 60 days for reimbursement.
